  1. Maybe IDS wanted to claim that his reforms had miraculously cured deafness in the UK.

  2. Somehow I am not surprised at DWP ineptitude and thoughtlessness. The blame surely lies with the calibre of senior servants. One name stands prominent- Robert Devereux (allegedly).
